i recommend the inverse sequence - IPA will break the plastics oils up and the dawn and copious hot water helps wash it away. (in fact i don’t use IPA most of the time, just dawn, just did it to my energetic PEI sheet as i was having issue in one corner - solved it completely. YMMV etc)
I think a lot here are aware of my 1st layer issues (which can cause adhesion)
I switched to 5x5 heated leveling when it was released, never really helped vs other calibration via the screen.
Switching to 11x11 calibration in the last 42 hours via 1029 D just made things massively better for me. I won’t be going back to use the touchscreen for calibration.
How about IPA, then dish soap, then IPA again? Then you can be really sure you got everything. 
I personally do IPA second to make sure there’s no soap film. By the time you do both in either order it probably doesn’t matter.

Why not, also i recommend standing on one foot and reciting from whatever deity’s book you prefer.
But seriously the point is to make sure there is no plastics residue - IPA can’t remove that, it can only break it up and as such wiping with say bounty will smear it around (well you could use gallons of free flowing IPA i guess to solve that, but i am not that rich as all my money went on the snapmaker). Dawn and water won’t leave any residue. Other soaps might.
Plus, depending on which foot you stand, you have to put the index finger of the opposite hand on the tip of your nose.
