The machined aperture is smaller than the design value

I am a CNC beginner. I am trying to set up toolpaths in Fusion 360 and use Artisan for cutting.

My problem is: I set up the toolpaths for the outer contour and holes in Fusion 360, using a 1.5mm flat end mill, with a 3mm carbon fiber board as the stock. The cutting is done using Artisan.
The result is that the outer contour dimensions are normal, but the hole diameter is 1.8mm, smaller than the designed value of 2mm.
The outer contour and holes have separate toolpaths set up, and I have already turned off “stock to leave.”
For the outer contour, I selected “outside loop.”
For the holes, I selected “inside loop,” “always start from inside,” and “side compensation - from right side.”
