Laser Power mismatch GCode <-> Touchscreen

I created a laser job in Lightburn with 40% laser power for the 10W laser. The GCode that comes out is correct:

M03 P40 S102

When I run this on the touchscreen controller, both the status screen, as well as the manual power override scale when swiping, show 45%! I tested some other power settings, and the touchscreen consistently shows higher values as compared to the GCode.

Has anyone else this effect? And: Any idea to find out if the touchscreen is right and the laser fires with more power than GCode says, or if it is just a wrong display and the machine adheres to the GCode?

a 5% minimum is required to leave the diode open at -0- power, keeps it from cold starting and allows for faster power pick up

Are you saying that they just add 5% to laser power?

And I’m a bit confused - as I understand it, laser is controlled by PWM, i.e. the diode is switched on and off in rapid succession anyhow for any power less than 100% - so how do you get your 5% in there? Do you perchance have some article that explains it in more detail? Thanks!
