As weird as it may sound, have you tried a different slicer? Say Cura or Luban?
Maybe try Luban with the default settings for PLA and the Medium Layer Height, Medium Speed, and Strong Model Structure.
When changing slicer I have discover unusual things that may point to slicer settings.
Do you mean you were printing in a 0.08 to 0.2mm layer height? A 0.8-2.0 would all be far too big for the standard 0.4mm nozzle; layer height should not exceed 75% of the nozzle diameter.
